Referee Development & Education Co-ordinator

The Camogie Association is recruiting for a Full Time Referee Development and Education Co-Ordinator to join the Association’s staff team. The key purpose of this role is to develop, manage and support initiatives that support clubs to recruit, educate, train and retain referees within the sport.

The successful candidate will be part of the Camogie Associations Development Team, reporting to the Technical Development and Participation Manager, and will responsible for delivering on a workplan aligned to the Camogie Association across its work, providing support to units, volunteers, and officers, and will assist in implementing the Camogie Association’s National Development Plan for 2020-2023 (https://camogie.ie/wp-content/uploads/2020/08/Camogie-Association-National-Development-Plan-2020- 23.pdf ) and successor plans to lead and drive a participation, growth and development of Camogie.

The Camogie Association

The Camogie Association is the National Governing Body for the sport of Camogie, and it is responsible for promoting and developing the game, and its governance structures across the Camogie community. The Association is an independent voluntary organisation founded in 1904. The Association is part-funded by Sport Ireland. In addition to Sport Ireland funding, the Association is supported by the GAA, and by revenues generated directly through affiliation fees, gate receipts, and provision of services to units of the Association, as well as income from sponsorship and commercial activities.

In 2018, Camogie (along with Hurling) was added to UNESCO’s list of protected cultural activities around the world.  Camogie operates at club, county, provincial and international levels with teams of all ages participating in the sport in recreational and competitive activities.  The Association works closely with colleagues in The Gaelic Athletic Association (GAA), at all levels of sport, administration and governance. The GAA have recently been appointed to act on behalf of the Camogie Association in securing and negotiating sponsorships over the next 3 years.

Principal Duties and Responsibilities

Key responsibilities include:

 

Referee Education and Development
  • Oversee the roll out of the Referee Strategy, launched in 2022.
  • Responsible for the management of Referee Education Programme in line with the Camogie Association Referee Pathway from Go Games to National Level.
  • Develop referee education and training modules, webinars and associated resources.
  • Plan and co ordinate the delivery, and completion of referee development programmes as well as the processing of certifications through the GAA LMS in line with Camogie Association National Development Plan and Sport Ireland best practise guidelines.
  • Development and Implementation of the Camogie Association Referee Strategy and referee pathway.
  • Ensure annual training and development programme of Referee Developers to deliver sustained high quality referee education and development across all levels of the Association, domestically and internationally.
  • Develop and support referee advisor panel ensuring all attend a yearly in- service.
  • Coordination of referees advisor panel to support the National fixture committee in the assessment of National referees.
  • Coordinate and deliver National Referee & Referee support panel training including pre-league training, mid league training, pre-championship training, mid championship training and other training as required throughout the year.
  • Ensure annual training programme of Referee Assessors to deliver sustained high quality coach education and development across all levels of the Association, domestically and internationally.
Referee Development – Guidance, Support and Advice
  • Support Units and county and Provincial Executives to develop and implement effective recruitment, training and retention of referees with specific attention to increasing the number of active female referees.
  • Promote awareness of referee development opportunities throughout the Association. Keep informed of new methodologies, technologies and supports relevant to referee recruitment, education and training.
  • Ensure that referees, clubs, county and Provincial Executives are aware of and supported to comply with all requirements relevant to refereeing.
Programmes and Initiatives
  • Develop the National Referee Support Panel and ensure that match officials attend all training as required and that all National match officials complete and pass the online rules test and safeguarding module.
  • Coordinate the delivery of National Referee Fitness testing.
  • Manage and deliver key referee programmes including the Peter Downey Referee Strategy and the Female Referee Academy Programmes.
  • Ensure that programmes and initiatives keep pace with changing standards and best practice in referee education, as well as Sport Ireland requirements.
Communication & Collaboration
  • Work with the LGFA/GAA to maximise opportunities for integrated and aligned referee development.
  • Act as the Association liaison with Sport Ireland in relation to refereeing and referee development.
  • Work with Sport Ireland regarding referee development administration and develop process in line with best practise.
  • Liaise with relevant Ard Chomhairle committees and Units as appropriate.
  • Engage with colleagues in relation to co-ordination of safeguarding certification and inclusion education as part of referee development initiatives.
  • Collaborate with Sport Ireland, Sport Northern Ireland and other NGBs and international agencies to ensure best practice in refereeing in camogie.
  • Act as a communication link between national, provincial, and county  structures by supporting these relationships on an ongoing basis.

 

Health & Safety
  • Ensure that all camogie clubs are aware of and complete the Health and Safety Requirements, and appropriate Documentation when running referee development events.
Monitoring, Evaluation and Reporting
  • Monitor and report on active referee data, progression and membership trends across the counties and province.
  • Preparation of Quarterly and annual progress reports on the Referee Strategy
  • Look for trends and carries out analysis on information and provide reports to Management Team, Referee Development Committee Ard Chomhairle where necessary.
  • Conduct research, monitor, and share research and trends in refereeing and officiating across the Irish and international sporting context.
Planning & Budgeting
  • Contribute to the work planning and budgeting process in the areas of responsibility.
  • Engage with planning tools consistently to ensure work plans are in line with Camogie Association NDP.
  • Supervise and support interns, work placements and occasional contract work as appropriate.
  • Budgeting effectively to ensure high standard of programme and initiative delivery, and value for money.
  • Co-ordination and preparation of grant applications.
General
  • Act as servicing officer for the Referee development Subcommittee of Ard Chomhairle, and other committees / working groups as required.
  • Represent Camogie at internal and external /events to raise the Association’s profile.
  • Undertake any other duties as required, commensurate with the role, and as directed by the Ard Stiúrthóir.

Desirable criteria

The following will be advantageous to applicants:

  • An understanding and experience of the unique environment of volunteer sporting National Governing Bodies, and experience of working with Volunteers.
  • Have an interest in the sport and a knowledge of the structures and operations of the Camogie Association and Gaelic games.
  • Experience of working in the sports sector, particularly in Gaelic.
  • Knowledge and/or experience of adult learning.
  • Familiarity with social research method and with designing or undertaking evaluations.
  • Ideally the candidate would have a good working knowledge of learning management systems (LMS).

Grade and Salary:  €31-36k p.a. (Salary Scale in place) it is anticipated that new entrants will start on first point of scale.

Duration: Permanent (Subject to 9 Month Probation.)

Working hours: Full Time – 5 Day Week, 39 Hour Working week. This role is offered on a 5/7 day contract. This role requires flexibility and will entail out-of-hours working. Participation & Retention Co-Ordinator.

The Camogie Association is recruiting for a Full Time Participation and Retention Co-ordinator to join the Association’s staff team. The key purpose of this role is to develop, manage and support initiatives that support clubs to retain players within the sport, and creating strategies to boost retention at all levels of the association – playing recreationally and competitively, as well as encouraging progression to officiating, coaching, administration etc.

Programmes and Initiatives
  • Develop, Plan and oversee the implementation of a co-ordinated programme of activities and events to support participation and retention within Camogie Clubs.
  • Lead and roll out other national programmes under the Camogie Association’s National Development Plan
  • Focus on interacting with youth members and understanding challenges to player retention.
  • Leading on participation and retention research and translation from research and engagement to activation and practise
  • Leading on the development of Social Games Programmes and initiatives e.g. Caman and Chats
  • Lead on roll out of Camogie Association Programmes and Initiatives with International units
Research
  • Cultivate appropriate research opportunities focussing on the female sports environment
  • Actively engage with relevant research/ data/ trends, in particular Women in Sport Research, and with colleagues in GAA, making recommendations to Management, Ard Chomhairle and relevant committees in relation to application of research findings, youth leadership development and learnings in a Camogie Context.
Monitoring, Evaluation and Reporting
  • Ensure that Camogie-led retention programmes keep pace with changing standards and best practice
  • Utilise feedback and evaluation strategies to ensure programmes and initiatives are appropriate to the specific populations
  • Maintain a high standard of data recording for programmes and initiatives.
People Management
  • Lead and manage the Provincial Participation and Growth Team (3 direct reports, plus active engagement with aligned colleagues in Ulster Camogie)
  • Ensuring that all work plans are developed and implemented, monthly NDP reporting practise is completed and PMRS processes complete.
  • Supervise and support interns and work placements students where appropriate
Guidance, Support and Advice
  • Identify, develop and roll out new programmes and activities that cultivate a sustainable club environment.
  • Engage with all stakeholders to ensure that the Club environment fosters long term participation in all aspects of Camogie (Participation, officiating, administration, supporting.)
  • Provide leadership support and guidance to domestic and international units in relation to participation and retention initiatives.
  • Promote the principles of the Brighton Declaration, which the Camogie Association has signed up to.
Health & Safety
  • Ensure that all camogie units are aware of and complete the Health and Safety Requirements, and appropriate documentation when running participation/ retention events and activities.
Communication & Collaboration
  • Leading engagement and programme delivery with LSP network through Participation and Growth Co-ordinators.
  • Engage with appropriate internal and external stakeholders to achieve a holistic view of challenges and opportunities for Camogie.
  • Build relationships with youth organisations and Camogie members to create collaborative initiatives and resources.
  • Work collaboratively with Communications team to profile initiatives and Camogie research publications.

  • Preparation of reports for Ard Stiurthoir, Ard Chomhairle, annual Congress and as and when required.
Engagement & Management
  • Acting as the national liaison with the Post Primary and Third Level Education Councils.
  • Ensuring effective management and delivery of Post primary and CCAO fixtures schedule.
  • Working with the Commercial and Communications team to engage with and support delivery of objectives agreed with commercial sponsorship partners.
  • Working with colleagues in LGFA and GAA in relation to club and education development initiatives and programmes.
Guidance, Support and Advice
  • Acting as liaison to new clubs exploring the possibility of formally establishing under the Camogie Association.
  • Ensuring that club officers can avail of appropriate learning and development opportunities on relevant legal compliance requirements.
  • Supporting club Executives to develop and implement effective governance, including succession planning for key officer positions.
  • Supporting the National Development Implementation committee as servicing officer, and other committees and working groups as required.
